Decentralization of the Ukrainian State Road Agency (Ukravtodor) should begin the current year, Infrastructure Minister Volodymyr Omelian said at a meeting on the reform of the road sector on Tuesday - Interfax.
As the press service of the Infrastructure Ministry of Ukraine reported, special attention at the meeting was paid to decentralization of Ukravtodor, the reform of PJSC Automobile Roads of Ukraine, the preparations for the implementation of the Road Fund Act, which will come into force in 2018. According to the minister, in the process of Ukravtodor's decentralization special attention should be paid to the work with the heads of regions. "It is necessary to clearly explain which roads will remain in the responsibility of Ukravtodor and which will be transferred to the management of local authorities. Regions will take the roads of regional importance on their balance. It is not only a resource for their maintenance, but their responsibility. Therefore, a key task is to explain to the heads of regions what will they receive and under what conditions. We plan to start decentralization of Ukravtodor since autumn 2017," he said. Omelian added that the State Stock Company Automobile Roads of Ukraine should play a supporting role in the decentralization process of Ukravtodor, to restore its ability in the issue of maintenance of roads. Specified range of activities should provide Ukraine with a new quality of roads, Omelian said.
